Board of Directors Meeting Possum Kingdom Lake Association

August 20, 2011

 

The following agenda items were discussed:

  1. The meeting was called to order at 9:30am.  Directors present were Jim Lattimore, Mikl Fuqua, Paul Pulliam, Jay Turner, John Connally, Vic Clesi, and Scott Wheatley.  Mike Veresh did not attend.
  2. Membership to date is 682.  There are 141 new members and 541renewing members.  A review of finances was provided.
  3. The Lake Association 911 awareness efforts include a 2,000 piece mail out with the 911 magnets and “this 911 address” sign. Additional magnets and signs are available upon request to the association.  The need for helicopter pads on the 3 sides of the lake was discussed.  Paul Pulliam will find a location in the Caddo area.  John Connally will work on arrangements for the West side of the lake. Monte Land will have further discussions with the East side.  Directors have approved paying for these pads if location and permission can be obtained.
  4. Directors reviewed a Abilene Reporter news article dated March 17, 2011 which outlines the efforts of Abilene City Council in getting approval to submit an application to build Cedar Ridge Reservoir. www.reporternews.com/news/2011/mar/17/mayor-to-toutwateraccord  Abilene has already contracted for an additional 20,000 acre ft. of water that will pumped out of Possum Kingdom Lake for their future use.  The Region G water board makes recommendations for future water use in this region.  A review of the region G directors was provided.
  5. Mikl Fuqua gave a report on efforts to reinstate homestead exemptions to BRA lessees that have not yet purchased their land.  Lessees that did not purchase by January 1, 2011 had their homestead removed from the land by the Palo Pinto Appraisal District.  Young and Stephens county appraisal districts did not remove homestead exemptions. 
  6. A report on the PK Firefighter Relief Fund showed that to date about $100,000 had been given to restore lost wages for firefighters, pay for damages to VFD equipment and pay for gas that was used during the fire.  The remaining money will be distributed to VFD. Bucket and Boots Benefit money has not been distributed.  Jay Turner was asked to call Lance Byrd and get details on how that money will be distributed.
  7. Zebra Mussels continue to be a problem to the waters in Lake Texoma and some lakes out of state. Texas Parks and Wildlife assured directors that they have visited marina owners about watching for boats being hauled to PK.  Boater awareness programs are being used to educate the public on the harmful effect these mussels have in water supplies.  The PK water supply corporation is aware of the problems that the mussels can create to water pumps, etc.
  8. A detailed report on BRA’s application to TCEQ for permission to sell an additional 450,000 acre ft of water.  Monte Land attended opening day testimony the first of May, for hearings on the application. Friends of the Brazos invited PKLA to a luncheon in Granbury for an update given by their lawyer, Richard Lowerre. Mr. Lowerre explained that although there are many concerns one of the largest concerns is that BRA has given no reason for needing additional water.  Even the Regional planning boards do not foresee the need for such a large request. 
  9. ATT cell phone service around Possum Kingdom Lake continues to be problem.  The eastside Chamber           of Commerce has designated cell phone coverage as a priority agenda item for this year.  Board director James Smith has been working on bringing the coverage issue to the attention of ATT.  James states that Possum Kingdom Lake has currently been placed on a watch list by the company.  Fire Chief Ronnie Ranft has also stated that the coverage is problematic for the VFD and EMS efforts.
  10. BRA’s July Board of Directors Meeting included 2 PK items.  The BRA Board voted to hire United Electric Coop to rewire the BRA village.  The Board also voted to increase the water transportation rate in the pipeline that runs from the Caddo area into Breckenridge.
  11. PK-Granbury Water Management plan is a 1.75:1 ratio.  BRA has been scheduling opening a gate to insure that the ratio is met. BRA has stated on their web-site that additional gate opening will be occurring in up coming weeks. 
  12. BRA submitted FERC application July 19, 2011to decommission Morris Shepard Dam.  PKLA has filed paperwork to intervene in this process.  This will allow PKLA access to all correspondence on this important issue. There is no deadline for a response from FERC.
  13. Brazos Electric vs. BRA lawsuit had been appealed to the Texas Supreme Court.  This court denied hearing this case.  Brazos Electric filed paperwork asking that the court reconsider the denial.  The Supreme Court denied a hearing on this case for a second and final time.
  14. The meeting adjourned at 12:00 noon.
