HB 3031 Passes Vote in HOUSE

On Tuesday, April 28, 2009, the House of Representative passed HB 3031.  The bill now moves to the Senate where it will be assigned to the Natural Resource Committee.  We only have 4 weeks to move HB 3031 through the Senate.  Please take a little of your time and contact your Senator.  If you have already contacted your Senator, you might want to update them on the status of HB 3031.  Let them know that HB 3031 has passed the House and will begin consideration in the Senate. BRA awards Patterson the Bid                                      Austin, Texas 78711

The BRA Board met Monday, April 27, 2009, in Waco.  After a lengthy executive session the Board voted to award the bid for all residential and 20 commercial properties to Patterson PK Land Partnership, Ltd for $ 50 million.  Before the Board voted several PK leaseholders spoke in favor of the Patterson receiving the bid. The common desire from each of the speakers” was being able to purchase their lease”.

PKLA President Monte Land and Director Vic Clesi requested that the BRA Board review the current lease moratorium policy.  They detailed several hardship situations that had developed because of this year long lease moratorium.

Three individuals spoke in favor of construction of a hotel/condo at Lakeview Lodge.

Palo Pinto Commissioner Ed Laney, speaking on behalf of Commissioner Court, requested that BRA continue road maintenance for the next 6 years.  HB 3031 outlines a process for transition of the roads from BRA to the county.  Laney requested that BRA maintain the roads to prevent further deterioration in this transition period.

Commonly asked questions: Why is it important for HB 3031 to pass if BRA has awarded the bid to Patterson?  HB 3031 allows for a 3rd party purchaser (Patterson) to sell to lessees with fewer restrictions, outlines shorter timelines for BRA/Patterson sale and sale to lessee, simultaneous closing with title protection, 20 year lease for 65yr/homestead lessees and provides for BRA to get out of land management (sale the leases).
