Minutes PK Lake Association Annual Meeting

                        June 11, 2011

 

I.                    Introductions by Monte Land.  This year’s format is different from other meetings.   We have gathered primarily to pay respects and say thank you to the Volunteer Fire Departments and others who assisted during the PK Complex fire.

We also have 911 procedures to discuss and 911 magnets and signs that need to be distributed to everyone with a place on the lake.  The magnets are issued in memory of Peyton Alexandra Hood, the child that was bitten by a rattlesnake in the Caddo area last summer.

 Instructions for the magnet and sign:

·        Please print with permanent marker your 911 address (911 address is your physical house number and street) on the magnet and display it on your refrigerator. 

·        The 911 sign need your address printed with permanent marker.  Please place this sign on your boat dock.  If an accident should occur on the water, the injured may pull up to a dock and need an address for the 911 operator. Please take a moment and write in permanent marker on the magnet and 911 sign and place them in the appropriate location.   It might save a life.

·        It is the hope of the Lake Association that all boat docks will display a 911 sign.

II.                Recognition of special guest

III.               911 Procedures- All 11 volunteer fire departments in Palo Pinto County were invited to attend.  The two local East and Westside VFD and EMS services attended the meeting and were recognized.  The Association presented checks for $8000 to each EMS and $12000 for each VFD.  Jackie Fewell and the Holiday Inn Crew were thanked for raising money on a blog that established the PK Firefighter Relief Fund.  A committee was formed to oversee these funds.  In the county funds are currently are being used to pay firefighters for lost wages and reimbursing for damages to equipment that occurred during the PK Complex Fire.  Lance Byrd has organized a Boots and Bucket Benefit concert at his ranch on July 9th   that will benefit Palo Pinto Sheriff and Fire departments.  If interested go to www.bucketsandboots.org

IV.       Information                

A. FERC application- The decommissioning application will not be sent to FERC for consideration until first of September.  With help of an attorney in Washington, the Association will keep membership abreast of details.

B. TCEQ application- This application is a request for BRA to sell an additional 450,000 acre ft of water.  Hearings in Austin were just completed before 2 judges (Newchurch & Burkhalter). Hearings are open to the public.  Monte Land attended the opening day of testimony.  Two more rounds of briefings before these Judges will be held July 29th and August 19th and then the Judges will make their recommendation decision to the TCEQ board. The TCEQ board will make the final decision.  The final decision by TCEQ may not be made until 2015.

C. Roads-   To date the roads belong to Patterson PK Land Partnership.  Palo Pinto County is currently considering taking the roads from Patterson.  Commissioner Louis Ragle has indicated that discussion on roads will take place at their June 27th meeting. If anyone has a concern with a problem on their roads, please contact Commissioner Ragle at 940-664-2050 and leave a message.  He will return your call.

D. Brazos Electric vs. BRA- This appeal has been filed with the Texas Supreme Court.  Both sides have submitted briefs. There is no timeline for a hearing or dismissal by the court.

 

E. Taxes- It is the responsibility of each land owner to check and protest their taxes.  Please check your appraisal card for accuracy. Vee Hanssen attended the meeting and spoke with membership about concerns over some that are losing their homestead exemption.

F. Important Deadline/Dates -10/24/2011 Last Day to purchase your lease at 90% of assessed 08’ value

                  

IV.              Jim Lattimore announced that new action by the board last month, the board created a paid staff position.  Carolyn Land is the first to hold the paid secretary position.

V.                 Presentation by Fire Chief Ronnie Ranft and EMS Coordinator Kiowa Crow

Ronnie thanked the community for all the support they received during the fires.  There are many stories of heroic efforts in trying to get the fires under control and saving houses.  One issue that needs to be addressed is that the firefighters need access to properties.  At least a 10ft. clearance on sides of drives so fire trucks can get in.  Also, trim trees, clear brush and keep clear an area clear around the house.  Kiowa Crow continued with comments stating that access is very important.  If archway is over a driveway, they need 12ft. clearance of trucks.  Trimming trees to ten feet off the ground is helpful. Visible house numbers are essential.  House numbers on a fence or entry is critical in finding someone in need.  You can dial 911 from cell phones and the towers are more sophisticated now in pinpointing locations.  Dispatchers do their best to route to the nearest first responders.  If you cannot speak, do not hang up.  If you are on the lake, pay attention to the shoreline for BRA markers and make sure you give the dispatcher a good call back telephone number.  In case of an accident, providing number of patients is also crucial for timely response.

Question:  Where is the of 911 information source?  How can we verify if correct?

Answer:  Palo Pinto County has 911 Coordinator, located in David McDonald’s office in court house.  Good idea to cross check phone numbers with that office.  VFD East will be holding free CPR class on June 18, 2011 from 1pm to 5pm.

VI.              Additional Information

A.     Monte Land reminded members that we could not live the life we live without firefighters and volunteers in the community.  He asked everyone to write their 911 address on the magnets and signs and get them secured in appropriate location.  He also recognized Jon Carol Carsey and Kathy Hardin (East) and Sue Tolleson (West) for their efforts/supervision of the flea market fund raisers.

B.     Paul Pulliam introduced Cedar Eaters.  A company that does good job clearing land, identifying living trees and cutting dead trees.  He has been working with the Palo Pinto General Hospital on procedural checklist of what to do in case of a snake bit.  He asked that the Lake Association mail the information to lake residents.
